Fleet (1888:97n4) notes that F. E. Hall (JBAS,v.XXX,p.6,and p.8,note) read the name as Dēvāhya and rejected H. H. Wilson's reading Dwrhya (which is obviously misprint from Dēvārhya, i.e. Dēvāḍhya). Fleet then asserts that the reading is clear in all inscriptions of Hastin and Saṁkṣobha and rather petulantly announces, "and Prof H. H. Wilson was right, and Dr. FitzEdward Hall was wrong."

For cora-varjjam, compare cora-daṇḍa-varjyam in l14 of the Khoh Plate of Jayanātha GE 177 (IN00083), so this may mean in pursuit of thieves. According to Fleet_1888:98n3, it's "with the exception of fines (imposed) on thieves", which is perfectly fine for IN00083, but the context is quite different there. Also compare IN00082 l9 where (again in a different context) it's explicitly the village that is free from bandits (cora-varjjito). So perhaps this cora-varjja thing is something that was copied mindlessly from older records and various composers tried to make sense of it in various ways? Anyway, the most likely solution is that it is not directly related to the cāṭas and bhaṭas, so however enticing the idea of "except in hot pursuit" sounds, this must be rejected. Instead, the donee is entitled to all sorts of taxes from the land, but the penalty to be paid by any thieves there goes to the royal treasury, not to him.
