The layout, rhyme and metrical cadence suggests the first two lines are a verse, but it is not anything I can identify. This has been noted by others too (see references in metadata table); Venkatasubbiah calls the metre Gītikā, but I am not sure this should be adopted. The same(?) metre also occurs in IN00178, the Ajanta Cave Inscription of Varahadeva.

Fleet says there is an o mātrā over the ma of jitam abhīkṣṇa, which is "not connected in any way with the m" and "altogether superfluous and unmeaning". The mātrā is clear on Bird's eye copy, but not on Fleet's rubbing.
