Fleet reads "sagarādibhiḥ| ryasya". I can see on the facsimile why he reads a superscript r, but I'd rather give the engraver the benefit of doubt (and I'd expect ryya, not rya). The visarga and the punctuation character are both unclear and are spaced out more than necessary. After bhi, there is something that looks like a halanta T, which may be a very scratched visarga, or a visarga with a punctuation dash and some more scratches. Then empty space of about half a character, and then something that may be an aborted character or a punctuation dash that runs into ya and is accompanied by some more scratches.
