Salomon_1998:274 says the reading is actually viyamavatām (emending to ni°). The inked rubbing from CII3rev does look like vi; it is clearly ni on Indraji's impression (which may have been retouched). I have no other image; even on the inked rubbing, the character doesn't look quite like the va of vatām, and there is a slight extension toward the right that may well be the trace of the longer tail visible in Indraji's copy.
