They <supplied reason="subaudible">are the people</supplied> which are given to the shrine. Commentary
There are traces of letters before line 1 and after line 6.

Philip Jenner (2009, p. 263) translates the lines 4-6 as follows: "Persons who harm ⟨them⟩, they ⟨and⟩ their fathers and mothers to the seventh generation, - the Avīci hell is the place into which ⟨they⟩ shall fall".
