For my pa(ṁca), Fleet reads (?de)va. I'd expect a number after the currency and pañca seems at least as plausible as deva.

Fleet 1888 prints ktaḥ syād iti as original, with only the daṇḍas as supplied. I see nothing whatsoever in line 14, and I'd expect the end of the formula at the (lost) beginning of line 14, not at its end. Agrawala prints it, correctly, as supplied.
