Bhandarkar interprets prārtthārika as "a lapidary", standing for Skt prāstārika. Bühler reads it as prā(tā)rika or possibly prābhārika. I find Bhandarkar's interpretation unconvincing and would add a third option, prācārika, though I'm not sure what that might mean (ask Paul Dundas if it's attested anywhere? perhaps one who follows the pracāra, conduct, for lay believers?)
